PageRank Value
 = PageRank of page linking out / number of outgoing links on Page

It’s important to point out that obtaining links from high PR sites is not the only criteria for improving your site’s PR– The amount of “PageRank value” (also called link juice) that this link will pass depends on the PageRank of a page divided by the number of outgoing links on that Page

Thus having a link from a high PR site and having a link from a high PR page will result in getting different PageRank value. It is not only the quality of the site, but also the quality of the page that matters.
